The report of the Office of the UN High Commissioner for Human Rights mentions the sanctions imposed by the Ukrainian NSDC, which led to the closure of the TV channels of Deputy Taras Kozak (ZIK, 112 Ukraine, NewsOne), as well as blocked access to online newspapers "Strana" and Sharij.net .
"The text of the decrees did not contain justification, in particular, specific problems for national security. Consequently, these decisions did not prove compliance with international standards of necessity and proportionality of restrictions on freedom of expression," the document says. Its authors suggest that such methods may entail self-censorship of the media.
